I've made decision to translate it this way because my message contains all the information needed and sounds normal in Russian. Of course, I can add: "всех пользователей" (all members) but it is kind of obvious and it would be just an extra word. I replaced disabled (выключено) with недоступно (unavailable) because it is more fluent.

I think the only better way can be: Эта функция недоступна .... but it requires more context to make this decision.

I decided to use " admin status" instead of "privileges" because it sounds more natural in Russian, word "priviliges" carries a little bit different connotation in Russian.

Double negation can be hard to understand in Russian, so I would choose to use this statement in the affirmative.

I used the construction "есть только у" instead of "нет ни у кого, кроме" because the second word construction sounds more unfriendly to the user whose don't have sufficient rights.
