If a person has left athe group in the past, you need to be in their Telegram contacts to add them back.
They can still join via an invite link as long as they are not on the Removed Users list.

请注意，只要他们不在封禁列表中，他们仍可以通过群组链接加入用户离开了群组，只有双向好友才能将Ta邀请（即需双方互相添加对方手机号码的好友）。
