This is the first suggestion for this text. So challenges here are for the words 'settings' and 'add'. Settings have no common and popular translation, so I decided to use a descriptive term, I know it should be consistent throughout so given the chance I think this term for settings has the potential to avoid any confusion. For 'able to add', it's not a common expression and it also has a digital sense, which was hard to capture in Amharic.

The rest of the translation tries to maintain the English meaning which was to let the user know - these users in this list will or will not be able to add this account to groups and channels regardless of the above settings.

The first one is good but it has a feel of suspense in the first segment "የተሳሳተ ስልክ ቁጥር ".In Amharic, in this particular scenario it's has to end the first phrase as the above translation "የተሳሳተ ስልክ ቁጥር ነው።" to avoid feel of suspense.
