Not only it is non-literal to Sticker's original meaning, but also to Sticker's current usage. By now many sticker pack contains many more other things than "表情", like pure memes and Logos. "表情" is a good word for Chinese IM's face/portrait only image packs, but not enough for Telegram's user-uploaded Stickers. Stickers are more than 表情 and I also got some additonal reasons about why we shouldn't go back to the natural word, "表情", in my next comment.

Pure memes cannot be the factor. "表情包" can also include these ones, like the ISP memes' Stickers Pack, or texts in chat bubble(非常小段的纯聊天记录), etc. Chinese use them as Sticker Pack in QQ/WeChat also. QQ also has Pack feature, it also can be made by users and share like the Telegram one's. This can not be the reason also. The only factor has its vaule to be discussed in your examples is logos. Though I believe that it only has a little proportion, but it actually can cause the difference of meanings. Anyway, if you said about "表情"=emoji, facial/emotion expression in China, it is surly wrong. Memes can also be expressed via "表情".

After thinking, I suddenly found that "logo" Sticker is not Sticker. For example, I can also upload "logo" as "表情" in QQ, and use it from QQ's Sticker Pack. Moreover, we can upload anything as "贴纸" or "表情". If you talking about that logo used Sticker in Telegram, why can't I use it in QQ? Because: the logo is not Sticker, or can be a "Sticker" if someone uses it as Sticker.
