"Acceso A" means to be able to access something but not necessarily the ability to modify it, "Acceso PARA" means to have access to DO something. In this case, the app is requesting access to draw above other apps, therefore the correct translation would be "PARA". The term Picture in Picture is most commonly translated as "pantalla en pantalla" as the word image or "imagen" refers to a still frame and does not refer to the functionality of having two screens running at the same time.
