If a person has left athe group in the past, you need to be in their Telegram contacts to add them back.
They can still join via an invite link as long as they are not on the Removed Users list.

注意只要对方不在被移除用户列表中，就仍可通过群组的邀请链接加入订阅者离开了群组，只有双向联系人（他们有您的手机号码，您也有他们的）可以重新加回来。
